DECNET might hang during OpenVMS boot if TCPIP is configured
Problem
Some VMS configurations have DECNET and TCPIP startup performed in parallel. When the system is transferred to CHARON, DECNET startup might hang. This effect appears randomly, there is a small time frame when DECNET startup script is sensitive to changes made by TCPIP startup process.
Solution
Change VMS startup scripts to avoid starting DECNET using BATCH queue and start it using inline procedure as specified in SYSTARTUP_VMS.COM
Replace then:
$ SUBMIT SYS$MANAGER:STARTNET.COM |
by:
$ START/NETWORK DECNET |
